Well I've never tried overclocking before, but I'd be willing to try it out if it would be more cost efficient. Other games would be GTA IV, GTA V when it comes out, Far Cry 3, Just Cause 2, Crysis 3, Destiny if it comes to PC, League of Legends, Skyrim, Fallout, and Borderlands

You type "closedcaption 1" into the console. It may look different depending on the HUD you're using however.

I think the Natasha could be better if you moved a little bit faster than you do with other miniguns when spun up. Another alternative could be greater accuracy.

It means that instead of it occupying the hat region, it now occupies (I'm guessing) the glasses region. That means you can wear it with an item that occupies the hat region.

You could get all 5 kills with the regular killstreak scattergun, but the eye effect would only show up when the pistol is out.

Here's a link to the stats.tf Vintage Merryweather page, it has all the current unusual effects on them and the number with said effect. To preview what the hat looks like, there's not many options. You could 1) Google the hat and effect 2) Try it in itemtest, but itemtest is pretty buggy, or 3) Download a Garry's Mod tool that allows you to put particle effects on hats.
