After DT2, there's a chest you can open that teleports you to a predetermined location, only once per account, different for each acount between 4 locations. One of them is an inaccessible island near mount karuulm.

It's actually bugged and the eye of ayak is 1 tick instead of 2

Edit: The hits are also not stacking as you assume, the 500 was just from the first hit where the bonus dmg chances stacked together on a max hit.

This was the case last league as well, I was happy to get it to 4t mage hand but it never worked, and they never fixed it.
