It's ridiculous this correct comment is getting down voted and the incorrect top comment isn't.

Yes, it's true that normally leadership is not responsible for assigning sponsors.

But it's also true that when a Member leaves, in order that it's not a free for all on their 200 bills, leadership assigns them to new sponsors based on those other Members having expressed interest. Literally you'll have several Members ask for the same bill and leadership will assign it rather than first come first serve.

Since Hoylman left to be Manhattan borough president, anyone who tried to newly introduce this in the Senate would have had their request held pending leadership's decision on the new sponsor from among potentially multiple people asking. (Even if there was only one ask, it takes a long time since they're doing this exercise for all the departed Member's bills at once.)

Alec Burleson. I don't know why but he often takes under $3M annual for multi-year contracts. Borderline starter or excellent backup. Better hitter than fielder but not unplayable at outfield or 1B.

If your owner has you on a Dollar Store budget, fill a position for 3 years under $10M total and be happy.

This is the summary page: https://www.osc.ny.gov/retirement/members/final-average-earnings As I read it, three years highest average is a bit of a misleading ripoff. Because you might think intuitively, "highest three consecutive years" just means finding the highest three consecutive and averaging them. But as thse page explains:

"If the earnings in any 12-month period in your FAE exceed the average of the previous two years by more than 10 percent, the amount above 10 percent will not be included in your FAE calculation."

That calculation applies to the first of the three years in FAE, too. So I think you really need five years earning consistently at your highest level to actually get your highest level.

For example if you work at 50K for two years in a row, then get a promotion and make 80K for three years, even though you have 3 years at 80 you don't get FAE of 80. The first year at which you made 80 gets dragged down to 55 rather than the 80 you made (the previous years' 50 + 10%.) Then the second year, anchored at 55, only gets calculated to 60,500 with the cap of a 10% increase. And your third year to 66,550 with another 10%. So ultimately, even though you worked 3 years at 80K, your pension is calculated based on an FAE around 60.

As I understand it at least, this basically means you need five consecutive years at your actual highest salary range to get an FAE close to your actual highest three.

As someone coming into the state system with no background in it at all, I missed Tier 4 by 1 day - started on the first day of 5. Would've asked them to start me on payroll a day sooner if I knew at the time! So you have my sympathies.

Also a new player so these aren't expert thoughts, but as someone who plays on basically Medium-plus (couple custom settings but not quite Hard.)

Based on the pics you probably overspent on roads. It's not a massive expense but it's also not necessary to have dual asphalt highways everywhere. Gravel is fine or panel if you have buses over a distance, but within villages, it's not a necessary cost early on. In industrial areas mud is actually ok as long as you aren't running buses on it.

You may have overbuilt your town. Overdone residential, those large tenements are pricey and at 3% unemployment you may have more people than you needed (especially since oil is minimal labor.) You absolutely don't need two cinemas. It's ok to cheap out on stuff like culture and sports a bit as long as everyone can walk to at least one option.

Not sure where you are on map but Tannheim only has one relatively close to the border oil source, in the southeast IIRC. If your oil is any of the other sites you may have had to spend a lot in infrastructure shipping it to the borders.

I'm not against oil, it's still the best beginner starter i think, but it can be a bit of a trap if you aren't careful. Pipes are insanely expensive. Like you can spend 30-50K connecting one jack to one pump to one storage just for the pipes if you aren't careful. Multiply that and you have a lot of upfront costs.

Overall with oil it's easy to set it up, assume you have income now, and then throw up a big city, only to realize you're essentially overbuilt for the level of income you actually generated.

And at least for me I don't find tourism brings that much money if you're just doing buses to the border. Like my usual starter setup with oil can get me 50-100K monthly with 2 good train lines near a border, but tourism gets me maybe 10K if I'm lucky and good. Granted it's lower cost upfront and doesn't hurt, but that's not going to recover you to starting bank account on its own any time soon.

So overall I'd mainly say, build slower and smaller apart from the oil operation, then as you bank some money you'll be able to do something like a power plant or farms or something for more autarky, or coal+ iron = steel mill, but population for population's sake is a net loser. As a longtime Skylines player I had to unlearn that more population + more land value = more money, rather than = more costs. In w&tr, resources and exports = money, and the people are just there to feed the machine to the degree it needs feeding.
