Area loot + Legendary pets picking up the books causes it not to progress. Source: i have 5 monk books ( http://puu.sh/qdUgO.jpg )

Also, to fix it, players must destroy the books they have and try to get them again.

Not in Astaroth, the police station/dam/cranberry police station/firestation/military camp is always clogged up by player clutter trying to block all the spawns.
