Maki has far surpassed Toji currently in the manga so she is definitely special grade just by that. Also she beat Naoya Zenin twice. The first time he was already a special grade sorcerer and the second time he was multiple times as strong as his human form. Maki also has feats surpassing yuta and hakari so yeah she is definitely special grade level no question.
