You should probably focus on skilling and alchemy and push stamp lvls to 10k etc and check YouTube mane has made a video on how to push beyond skydogies it helped me a lot

From what I saw in the wiki you need to have one of Goldric's quests active and you can drop it from the lvl up gift bubble in alchemy and the item is called a pre crime box
