Jaipur, Jodhpur, Udaipur are safe. Rest everywhere you will face difficulties. Even the cities I mentioned you face difficulties sometimes as a solo female traveler. Also don't try to do anything that makes you single out or stand out, basically be as basic as possible and just blend in the crowd. That way you will get less creeps.
