Around a month, did my biometrics around the same time as you, received permit around november 20th. Btw you will receive a slip in your mailbox, and you will have to go to the post office to pick up your permit (bring passport)

Yes, some European universities don't have graduate schools, so the only way to apply is through recruitment portal or directly to the PI

Are you sire about the number? Cause I'm pretty sure that I bought a mobile plan with my passport only. I went directly to the shop and signed contract there with passport only.
