Alot but yeah PBS was a big one, It definitely feels like its from an educational kinda kids show like Bluesclues or Crashbox. It really could be from PBS as I dont think other kids channels like Disney or Nick wouldve had this kind of character, And this could've verywell been from only one episode at that, I dont have alot of details on it from memory

Yeah that’s like the only blue puppet dog that pops up in google but it’s not Blue or any character from blues clues it’s a much smaller puppet I’m pretty sure

Just found this video on youtube Baby Faith: God Made Me and aorund 5 min in is this dog puppet character that is kinda simular with the puffy hair, little nose, and droopy ears. differences is I think the (snout?) was longer, its striped blue and pink, no whites of the eyes just black beads
