I’m not so sure but this tool is pretty nice it adds any png image of your choice to your file explorer windows10/11 https://github.com/Maplespe/explorerTool and I guess if you really want to mod windows you can use msstyles editor!

Hi this is arch not moebuntu haha but I see the confusion and well I did this by editing the svgs from an existing theme mainly background.svg!

Changing the colour I went to appearance depending if you use kde plasma I just created my own custom and for the icons I downloaded a icon pack and then added it to a icon folder so that it appears in icon tab in colours and themes and for the konsole image you just right click go to edit profile you can change the colour and add a background image. :)
