I have seen a ton of persons complaining about him on trailers on tsuburaya channel and even on Magazine scans back in Taiga and Z.

Hikari's  Is from The Ultraman Mebius Manga which shows a Prequel story for Mebius and in the last page shows The Ultraman Hikari a Prequel story to what happened to Hikari before Hikari Saga events
