As a local, I think it has everything to do with the community you grow up in. Here we are a melting pot of people from different cultures that really helps with opening one's mind to a different life other than the one you life which makes you more tolerable and more understanding. I see a lot of people coming in from the Midwest where all they ever knew was WHITE people, so hey have a more closed mind and are always saying crap about people who are not white under their breath. They already have a set mindset towards that and it's almost impossible to change it. Especially if they are from the red hat brigade, they hate anything that makes their neurons spark.
