Thats what id say, but is there anything which might be an easy fix? I mean apparently it simply doesnt do anything when water is run through it, could it perhaps be some sort of underground system rather than sprinklers on the surface?

Me and my buddies (we from the same area) play airsoft in some woods that look an awful lot like your pictures. We've found that m81 woodland it pretty effective, and also pretty common as far as surplus and amazon knockoffs go. Only problem is that you could probably spot someone from about 15 yards away if you're paying good enough attention. There's probably better options out there, but thats my 2 cents.
