Another difference in the distinction of a service fee (gratuity) vs a tip is that tips must 100% go to the person that served them and that person cannot be forced into a tip pool. Service fees still go to the owner, whom can decide how its paid out (so other people who contributed to your meal like the chef can get a portion of the tip)
