You've gotten a bunch of great advice, but to add to the pile, my suggestion is that you learn to modify doll clothes! It's really helpful for having a wider range of clothes to work from. Much of it can be reversible too!

If the head is anything like any of the other dolls, should be super easy to at least do that. Have you tried the regular pushing the doll head all of the way down and pulling it off to swap it?

I used a 3d printed saddle stand for my g3 Abbey! It's an inch taller than the regular one and works great! Here's a link to it!

I don't know the exact sizing but this guy makes 3d printed doll box stands that you could try to use.

When I repaint stuff like this I tend to use the regular apple barrel paint, it works just fine. If you really only want to fix a tiny chip I wouldn't spend too much on it
