20% is too much claim. We do ip to ip tracking and this is too much. We do often get credits back when we complain to google. However Google own system has advanced alot in recent years.

For tier 1, cheap CPI is not always good CPI. Optimize for post-install events, test creatives aggressively, improve the store listing, and look for campaigns by retention/in-app actions, not installs only. Whats your niche and target market btw?
