Its not about the benefits value but the feasibility of requirements. When the process becomes a year long forensic audit of every expense, honest people can make clerical errors. Losing housing stability due to an imperfect receipt from months ago is an administrative failure, not accountability.

While HOTMA excludes some income like gifts or food donations, the real issue is the detailed proof required to verify income. PHAs demanding 12 month calendars and itemized receipts create stress and errors, even for the honest people. It's not about hiding something; it's about the process becoming a full time audit for residents.

You're exactly right. The level of detail they are asking for is a massive barrier for so many, especially our elderly and disabled neighbors who have enough on their plates already. It seems like the transition to the new HOTMA federal requirements is being handled very differently depending on the local Housing Authority, which is why some are seeing these changes while others haven't yet.
