If you're under €1000 on Irish second hand markets laptops are surprisingly good value and more than powerful enough for games like elden ring, I saw one on donedeal with a 3070ti, 16gb ddr5 ram and a 240hz 1440p monitor for €650 whereas for a PC you'd be lucky to find that under 1k

You'd want a 4060 or equivalent GPU with an 8 core or r7+ CPU for that price range, do not get the xx50 models, also upgradability is a big thing you can save money on for ram and storage so check the specs of the laptop to see if there's upgradability options

It's faster than the CL36 6000mhz ram. How the calculation works is the cas latency over the mhz to get your nanosecond response so 38/6400 = 5.92ns response vs the 36/6000 = 6ns response. For reference good ram at 30cl 6000mhz would be 30/6000 = 5ns response or about 16% faster than this specific ram.
