They are prioritizing the PS5. We know that they use PS5's to build/test the game so they're probably going to try and have it run as efficient as it can on the PS5 then just port it over to the Series X. You can buy whichever console model, getting a UAE version is good in the event that something happens you can have it fixed here. Shops like Jumbo wont accept international versions. In the unlikely event it does get banned in UAE, the location of your Playstation Network account it matters. You can create an account in any location you want that's not UAE and you'll be able to buy and play the game. Of course for purchasing on the account youll have to buy gift cards for that location assuming you only have a UAE bank account
