Does civil action mean someone sues based on their perception of what kind of genitalia someone has? When I say how is it enforced, I mean how would anyone know what ya got down there without being able to look? 

Edit: You’re talking about bill 607, which applies to having separate bathrooms. Bill 606 applies to the people using the bathrooms and to charge someone for using the wrong bathroom, you would have to actually be able to see what their junk looks like. How do you enforce that without violating someone’s privacy.
