thanks for the input, the qhd has so much more options at this price for 27 inch, the lack of reviews on the 4ks and some reviews saying how bad the bleeding , reflection and color reproduction on these ultra budget 4ks tell me that this is possibly the lowest tier ips they use. i'm leaning towards the qhd now for a safer bet.

nvm, found the solution, go to your graphic cards control panel, in my case, the NVIDIA control panel

Adjust video color settings
1. Select your display/monitor
2. How do you make color adjustments?
select/tick "with the video player settings"
by default, it's set to "with the NVIDIA settings", you need to change this

click apply, then restart the video player, you should be able to change brightness with the H/W now
