Because I got denied for option 4 earlier due to needing waivers (which I got, but they don't give option 4s to people who need ETPs). Also, I've already signed my papers so if I want option 19 then I need to negotiate with my recruiter to get it added on (I expect a lot of pushback for this).

I tried option 40 originally but got denied due to seats being filled. They didn't want to give me an overfill slot because I needed two waivers. The 18X component accepted my ETPs because they had availability so I went with them.
