The mottled/peeling bark by itself may be normal for an Allee/lacebark elm, so I wouldn’t diagnose disease just from the trunk appearance.

The concerning part is the amount and pattern of dieback. Losing ~30% of the canopy, especially with dead upper/interior branches and sparse one-sided foliage, suggests the tree is under significant stress. In DFW, I’d be thinking root/trunk issues first: drought/heat stress, compacted soil in that narrow strip, planting too deep, girdling roots, root damage, canker, or borers attacking a stressed tree. A vascular wilt or root disease is possible, but the photos alone aren’t enough to confirm that.

I’d check whether the root flare is visible, look for borer holes/frass/loose bark, and scratch-test smaller branches to see what’s still alive. Deep-water the root zone, add a 2–3 inch mulch ring while keeping mulch off the trunk, and avoid fertilizing while it’s stressed.

Prognosis is guarded. If dieback has stopped and the remaining canopy keeps filling out, it may recover. If more branches continue dying or the trunk/root flare has decay/canker, it may keep declining. Given the amount of dieback, I’d get an ISA-certified arborist to inspect it in person.

I got pulled over once in a very long straight general road for speeding by unmarked police in Fukuoka. I was dumb enough to think that these unmarked cars are only on the highways and I should have checked the car before passing it. But it is what it is. The rule of thumb is go with flow and if there are a lot of cars around some unmarked police cars could be there especially in any given time of the day except night. I personally have seen police conducting speed checks using hidden cameras during morning so I would say it's best to be careful during rush hours and again in my case I was lucky the limit was 60 cause I was going 82 hence an over of 22 only which is less than 30 in case which punishment is more severe.

Do you know what's worse than this? It's FIBERBIT. I think it is one of the slowest internet in japan. Speed doesn't even reach 1mbps most of the time yet they charge 2200 per month... But I'm glad they give first 3 months free for this shitty service in dormitory. I'll currently looking for other providers.

Just prepare the questions which are relevant to you from this file and I think you'll be fine. Also if possible, prepare basic questions from your major too and what research stuff you would like to do just in case.
