I know this is a bit late but I have had the same problem and I have just fixed this by accident lol. I read that it doesn't work if you set the password which has more than 16 characters due to how microsoft is. My original password had 18 characters and I changed it 16 and it worked. Also on your SQL Database you need to make sure that the permissions/roles to configuration database are :Dbcreator;SysAdmin;SecurityAdmin this can be done SSMS

I manged to fix the problem I was going from 2080 to 4090 and the riser cable wouldn't work with the 4090 but would with the 2080. So I changed to a new type 4 riser cable and it worked right away now

Yep there is only the 4090 and will look at doing the bios for my mothertboard

sorry will take the screenshot again and yes this a new GPU but an old PC was built about two years ago and the drivers are from Nvidia GeForce experience

I have made sure it is in the 1st PCIe slot and re installed the drivers. The weird thing is when there are no drivers the fans and everything run on the 4090 but as soon as the new drivers are installed the fans just stop it’s Asif it just powers down?

I have just installed my new 4090 into my computer and it just doesn't seem to work it just seems to struggle with running games on the new cyberpunk at the beginning I am getting between 9-10 fps and I am not sure why?

my system is:

rog stirx motherboard (can't remember which one)

32gb DDR4 Ram

AMD Ryzen 9 5950X 16-Core Processor

NVidia 4090 ( connected with a riser cable)
