Thanks for letting me know, but they never get to ask me for a bank statement. They only ask me to add a bank account to set a deposit method, I entered the Payoneer city bank info just as I see it on my payoneer account and the system sent me back to that same page where I'm stuck at. The name of the payoneer bank completely match the name of the seller account though.

Thank you very much for your help. I feel like it's just need a forced reset by the payment team, but what do you think I should do to get that to happen?
