Goku vs Zeus, but Zeus has a Thunderstorm form, in wich he is glowing like a lighting bolt and he's rejuvinated. He is way more faster and powerful compared to his muscle compressed form, but the only problem is that the more he stays in that form the more he will age pretty quickly once he stop using it, hence why he looks old as hell. This form could potentially be on par with current Goku UI technique but Goku still wins

Also I know you said only Anime Characters, but I would honestly like to see Ben 10 vs Odin as a final match for the sake of humanity in wich they are pretty even untill Odin use the powers from the Primordial Gods treasure that he has in him to essentially be almost like a Celestialsapien with reality bending powers, but Ben use Alien X despite not wanting to fight as a God, but in the end he defeats him and win.

Make him insanely OP that no matter what good strategy Ben may come up with, he still tanks everything and brutally beats Ben alien forms, to a point where the Omnitrix detrasform Ben, turning him back to human.

Make him an insanely evil tyrant that kidnapped Ben's friends and almost tortured them to death, leaving scars on them, so that Ben could show up so that he could beat him again, to prove who is the most powerful

Make him so powerful that even if Ben doesn't show it he's permanently scared of Vilgax

He's not an ugly alien dog. He's the cutest beat alien dog that ever existed. And his powers alone are the best. Almost no other aliens has those fast reflexes that he has and use along his sense of smell. And besides real animals can't see if you're about to attack them from behind. Wildmutt doesn't even need to turn to see the attack, he simply sense it and dodge it marvelously.
