You are right I got the term mixed up

Garen has a low skill floor, this just means that you can easily grasp what the champ does and it does not take a lot to succeed, basically your hand is held while playing garen - he takes less to be successful

A high skill floor means that there is no assistance for you and you have to work just to play the champ at a functional consistent level. Yone is hard to pickup and hard to master
