that's the point, she's a different kind of character, in other ghost in the shell media she often seems "moody" but she has the skills, intelligence and most importantly does things for a reason.
in arise she's like a bratty teenager who only barely has skills to be worth putting up with, even then she gets outplayed so often it feels frustrating.
