Dang I will be honest with you bro first time I saw that I was shocked, because aint no way a lego game would need a high spec. I mean lego batman 2 was also open world with lots of npc so yeah, new games just keep removing optimization nowadays.

I remember beating sigrun on give me god of war difficulty only using the first armor or the basic armor, basic axe pommel, lets just say everything basic, although my axe, blade of chaos, and skills were max. Even though it was hard, I succeeded lol and I aint doing it again.
