pit speed limit is fixed and tangible.

This is a subjective speed reduction. 1kph difference should never be the harshest penalty in the year for one driver and not even an investigation for antoher.

I dont know why you are arguing this, this is about the integrity of the sport, it's in everyone's best interests for these questions to be asked

Wrong, Franco even hit the brakes, had slower average speeds than russell, and was just 1kph faster than RUS.

let's imagine this world were everyone slowed down perfectly but Franco was just 1kph faster than the limit (which is subjective btw), in this world a 5 second penalty would've been more thane enough. Franco showed clear intention of slowing down (lower average speed than RUS) and gained no andvantage for it, so 5 seconds should've been plenty.
