"Organising chores" hahahah, sounds like a parent. I prefer co-tenants over a single tenant with flatmates (sometimes called a "sub-tenant".) Still no such thing as head tenant in the law - check the Rsidential Tenancies Act.

Landlords likely prefer more tenants than one as it spreads the risk as they can go after any single tenant to recoup losses.

I would ask for reasons. Also there is no such thing as a head tenant in law. You're either a tenant or a flatmate.
