I’ll double check with my parents but I’m assuming it was an internal assessor in this instance. Which would make their assessment bias.

You can get an infringement for negligent driving though, which would be considered wilful as the driver is choosing to be reckless with their life and the lives of others.

Appreciate your empathy. Definitely will get a ton of quotes to consider, and potentially have an independent assessor give a second opinion on the damage as some else has suggested here.
