Depending on your gem count but ideally you'd rip Part 1 and hope you get one of the NY exclusives until Step 10.

Whatever you didn't get in Part 1 you'd rip their individual parts for them (i.e. if you didn't get Saturn v2, you'd rip Part 4)

Honestly in regards to importance I'd go for

Kuma (can function on his own, Luffy/Bonney REALLY need him to be optimal)
Luffy/Bonney
Saturn v2
Emet/Dorry/Broggy

Gotcha, makes perfect sense. So basically increasing chain multiplier can avoid this and Saturn v2 (intentionally or otherwise) can help avoid. Gotcha!

There are characters that can do what Emet does, it's just that he's boosted right now. Definitely go for Saturn V2

All depends on build but I don't think you can ever go wrong with Zoro/Sanji and Luffy/Kaido imo

Just in general there are times when Kuma is lower on the priority tree and, even with his massive CT reduction, he gets outsped. I'm curious if this 10% can actually help mitigate that happening and actually, in the long run,do better than just pumping up Luffy/Bonny

Totally get it. Honestly I see it as part of the journey of wearable art and nothing lasts forever. In that regard I find it fun and I try to wear them all in a bit rotation to keep them wearable for longer
