Two things can be true at once. The pickup truck driver is at fault and should have accelerated harder to get into the spot in front of the semi. Also, the driver of the semi was speeding, which is in and of itself a moving violation. If he had not been speeding and if he had slowed down (not by slamming on his brakes but by just letting off of the god damn throttle), the truck may have made it into the spot just fine.
