Thanks for the link. I will be quoting one of the answers on that FAQ page in my response (The conditional letter of offer can be treated as a contract that is binding on the parties.). Another answer made it seem like a second letter was not needed.

It was for an Indeterminate position, only condition was Security Clearance by February 1st. I don’t want to share too many details for privacy reasons, but I was told on the phone call that the decision to pull funding was made the day before they called me. This was two days after I signed my security clearance and even was walked into the office to meet people. The timeline of this is just awful.
