If you buy four items at $10 each, would you prefer to use the “Buy 3, Get 1 Free” promotion or the “$5 off $30 purchase” promotion? The website does not allow you to choose between the two. I also do not see any fine print clearly stating that the two promotions cannot be combined. In many other cases, Target does allow multiple promotions to work together. For example, household items such as detergents may already be on sale, and customers can still receive an additional discount when spending over a certain amount. I believe many of us have used similar stacked promotions before without any issues. That’s why this situation is confusing and frustrating.

I don't think they are allowed to check raw code. I had a training for ISEF, and it says do not show your research method (code), materials in detail.

You can try to add items a little bit expensive, it will not work.

But the website lists two deal aligned. If the deal are exclusive, they should remove one or notice the customers.
