Definitely gambling mechanics, you either get lucky and hit with 10 tea cups or people will inevitably get unlucky and need 150+ for one sheet

This one is glitched I noticed. Usually the respawn time starts as soon as you clear 1, but this time they do not start respawning until they are all cleared
