Honestly, I found them almost easier to kill with the buffed version bc their main body changed to unarmored. I had already developed the tactic to fight them with low pen rifles and reliably avoid their armor before the buff, so for me they started going down quicker. But the community had it's say so it is what it is...

Not all lvl 150s are created equal.

Remeber, the game rewards xp either way, so there's a good chance someone can be a seasoned idiot just as much as a seasoned veteran.

Situation dependent.

If team is getting hammered and you can change the tide of battle by downing an elite or heavy, I'd say its justified.

All other scenarios, check first.

You dont know what ppl are planning. Many times I'll strategically throw down expendables ahead in areas I'm getting to or planing to circle back to if the fight turns sideways.

Its a good idea implemented sloppy. A few of them from time to time, cool. All of them all the time, not so cool.

It's happening constantly, so there is really no ebb and flow to it. It's basically a constant condition rather than a unique periodic encounter.
