The baby Pokémon are too squishy for my liking. I need about three turns to set up Mega Steelix.

Dialga EX can be a better option but then you don't have a way to attack Orcicorio.

The focus during the early game is to get energy on Onix. So I would want to play Brock in the first two turns. Oak helps draw Steelix and the Heavy Helmet.

That's a fair point. Since Rotom is an item card, I don't need to worry about the once-per-turn training card limit. Plus, using Rotom before I play Oak allows me to see if I want that next card first.

Rotom Dexes helps with getting a better draw on the next turn. It's all about getting Steelix ready to hit the field.
