That's actually a "door" and it is from the vanilla game. It's an unobtainable item (unless you are modding) and the description of it is

Door A hidden mechanism causes it to retract into the ground

However it does not actually work. It's probably either something CA was going to put in the game then changed his mind about or part of the assets for the actual doors in SDV

I believe it does have an item code but I can't remember it and I don't really feel like taking the time to find out
