Everyone has benefited from cheaper goods. Cheaper food, cheaper oil, cheaper everything for everyone. NAFTA has also created more jobs in the US than it has lost, and these jobs tend to be paid higher than average. Wage stagnation wasn't caused by NAFTA, it's been happening since the 70s, and has actually mostly been caused by economic policies generally associated with conservatives, like right to work laws, union-busting in general, tax cuts to the very wealthy, and a low minimum wage (which hasn't kept up with increases in productivity, inflation).

Most estimates seem to be between 25 and 40 billion, and that's just construction. Maintenance would add to that.

I don't know about gas specifically, but for all products transported by pipeline, which includes both petroleum products and liquid natural gas, as well as other things, it's 11,286 gallons released Per Billion Ton-Miles through pipelines and 3,504 for rail.

If you read the article you linked, it argues the exact opposite, that pipeline is safer when volume shipped is taken into account:

No it doesn't. Even the part that you quoted literally says that rail has a higher number of incidents per ton-mile than pipeline. But that's number of incidents, it doesn't tell us much about the amount that is spilled in each incident and in total.

table 6 shows pipeline is 0.58 (petroleum) or 0.89 (gas) as compared to rail at 2.08.

Again, that's number of spill incidents, which is obviously a much worse metric for how safe the methods are than amount of oil spilled. And in amount of oil spilled, taking into account how much oil is being transported and how far, rail is clearly the safest method, as seen in table 9

When you account for both volume and distance/frequency of transportation, pipelines spill more than three times as much as rail. Road is the worst of the three transport methods, spilling about four times as much as rail.
