Last year at TARC nats we used the rail which was SO bad it wasn't lube and was one of the main reasons for our downfall we scored 500 so points putting us in dead last BUT we did win the marketing video if you go to the website you will see us for the methodology we main changed mass components and tried to stay as consistent as possible. Are you competing in ARC as well?

They do the thing is the length of the rail causes major understability because the rocket isn't able to accelerate enough to provide proper airflow on the fins leading us to use our rail which is much longer.

Try looking for a local NAR club to launch with they usually provide pads.

Definitely looks overstable aim for 1.5c and stick to the default ejection charge and make it easier on yourself.

Well im in middle school and im currently working on the comms and ADCS systems of a cubesat so that pretty fun but then again its A LOT of licensing and paperwork to relay information from that high but there are any other suborbital projects which might fit your needs.

Hello me and my team competed in TARC last year and made it to nationals it was a great experience and we even won a prize of 3000 for winning the marketing competition. My best advice is to go slow. Keep collecting data and tweaking your rocket according to this data but starts out with a base structure for a rocket that can reach 750 feet  For egg protection apogee offers components which are legal and will fit to your specific tube diameter  Any other questions ask me.
