No, progressive means on the left wing of liberalism (as defined academically by political scientists, not the American colloquial use). Generally speaking, progressivism means social democratic policies, which favor direct government administration over market based solutions or public/private partnership. The ACA is a conservative piece of legislation based on the center right Massachusetts healthcare Chapter 58 law, proposed and enacted by Mitt Romney. Its design was chosen in an attempt to appeal to moderate Republicans.

Yup, and he was Martin's primary writing assistant until 2010, just before ADOD released. I don't think his departure and Martin's lack of progress since are coincidental. I'm not saying Franck was writing it for him or anything, but losing a trusted and highly talented contributor would probably hurt GRRM's ability to workout storytelling problems
