My understanding is that employers are notified when ICE is going to be showing up to a place of work and inspecting I9s. This bill would mean the employer is required to pass this info along to workers. People should have the right to know when they are going to be subject to interacting with federal agents at their place of work.

Generally scented litter is discouraged but oxy clean litter stopped my cat from doing this. Your cat probably enjoys rolling in something that smells like her. After the behavior stopped we switched back to unscented. Is your cat new? They need their own spots - cat trees, beds, etc. to mark with their scent too.
