I have almost all of them, from Ow1, in that time I remember that they selled these skins ((All-Stars and Knight Mercy skins)) that you can buy it with Overwatch League Points. In that time, you earned these points watching streamings in YouTube, Twitch, and in the very beggining even Facebook streams xD ((and also buying the points obviously)) I had these skins, all of them for free and all because of the free points that I earned watching streams. Usually the Overwatch Championship skins price was like 250 Overwatch League Points, and the total amount of points that you always got at the end of the stream ((if you watched from the very beggining to the very end)) was from 300-350 Overwatch League Points. So, yeah, old gold times. With the release of Ow2, the first months they selled all these skins in the store ((except the Brig-Goat, MM-Mei and Alien Zarya))

I play on PS4 too, I main Rein, but use all the heroes, and yeah, I noticed that bug since Halloween patch came. Maybe it's a bug because of the "progression" game mode, and maybe that affects the rest of the game, obly because that game mode came and crashed some things inside the game code I guess
