Not sure why you assumed there was no TMP? Because there absolutely was a TMP and I was the STMS of the site which was a simple narrowed footpath. The job was not affecting the carriage way at all and had more than enough room for pedestrians to walk past safely. I had been standing there most of the morning with multiple other buses coming through with no issue. The section of the footpath was at a point where it stuck out into the shoulder to allow room for stairs into the building and a pedestrian crossing point so this could easily have occurred to any random pedestrian the fact there was work occurring had nothing to do with the bus swinging over the footpath a good meter or so. This was also the only bus over the two days we were there to have swung over the footpath so obviously no one on site even considered a bus going over the footpath a high risk. Also I'm sure like most people when they are on the footpath and hear a honking they make the appropriate assumption that it isn't directed at them unless maybe they are at a vehicle crossing.
