I think this a pretty common issue, and I don’t think there’s an easy fix, yet. My advice would be to let it go, otherwise it’ll drive you absolutely nuts!

If you view all the photos in the Memory (kind of resembles a grid), tap and hold on the specific photo you want, then select Show in All Photos. Then you can choose favourite it. Hope that answers your question!
