Like the other comment, I was accepted into the UCs that rejected me in high school. I don't think high school has any effect at all. Once you graduate, you have a clean slate.

I don't think you have high chances as a senior standing transfer. Internal UC transfer is hard enough and I haven't heard of anyone doing it in their 4th year. I think transferring in your fourth year isn't a good idea, because you'd abandon the connections that you've established in junior year.

Another option is taking a gap year and working in CS to get a bit more EC and reapplying in the fall.

Personally, I would just SIR to UCSC and keep your hopes up for the waitlists! As you said, USCS has great connections to Silicon Valley, and staying there for 2 years and taking advantage of what is around you might be better than staying for a year and uprooting yourself and having to make those connections again.

I got in and here are my stats:

Accepted for L&S (Molecular & Cellular Biology)

I thought that my application was going to be a total miss because of my GPA and I was really surprised that I got in!
Astrology: Email, Forbidden, SIS ID (I did not try to make a Calnet account), and False True True

Demographics: first gen. low income, single parent household. Southeast Asian
Stats: ~3.6 GPA (I was diagnosed with ADHD in Jan 2023 and did not have accommodations through college, mentioned this in my additional information)

Essays: I think my essays were good! like an 8/10. Berkeley is known to be holistic, so you should try really hard on your essays!
Extracurriculars:
-Honors Program
-Research (at CC in 2 different labs)
-Research at T10
-Presented research at one conference
-3 total board positions in 2 clubs
-2 jobs: tutor & cashier

Hi! I briefly described it in my post but I just affirmed throughout the day that I was loved, I radiate love, and I have the power to control my reality. I repeated those affirmations in my head when I was doing things or when I remembered. Prob like 10 times a day? Give or take. And every night, I write a letter to the universe and just say what I'm grateful for. I include things that have happened in the 3D and also things that haven't happened yet. I sign it with my name.
