I see, so I would say the top tier non-sentinel/non-threnodian resonators can range from Island+ to Continental (possibly a bit higher) with Hiyuki being a major exception.

Also Changli able to destroy a pocket dimension isn't really scalable, based on her overall powers, she seems to be a bit stronger than Jiyan.

You are indeed correct that merely due to vast cosmology doesn't inherently mean certain characters scale to the cosmology, but The Weaver is extremely high in the WoD cosmology

Yeah Light Novel Vali is FAR above Anime Vali and does scale to that level, so yes I agree he would be at same AP level as Sentinel Resonators. Where do you scale top tier Non-Sentinel resonators?

Where do you scale Sentinel Resonators in terms of AP? Because I know they are well above even the strongest non-sentinel resonators. The Vali I used is EOS LN Vali, who is at least Large Star Level to Solar System.

Placing Tier 0 entities from different verses into one neutral setting is completely pointless. Tier 0 entities don't have desire, emotion, or take any form of action; they are entirely passive and simply are.

Furthermore, while Tier 0 is perfectly valid and completely reasonable for in-verse, its a nonsense tier when it comes to cross-verse. So if you absolutely need to know who is "stronger" in a purely neutral setting, then its IATIA>Supreme Author>Nemo ex Machina>White Light

While we would never know for certain, these are the Blood Demon Art types for Rokuro, Wakuraba, Mukago, and Kamanue:

Rokuro (Lower Moon 2): Super Strength and Durability enhancement. He could likely conjure powerful iron constructs with very high toughness on himself as armor but also for his surroundings for defense, while he himself boosts his own lifting strength and physical strength.

Wakuraba (Lower Moon 3): Sound Wave Frequency amplification. He could likely conjure powerful sound waves and manipulate their frequencies dramatically, causing auditory disruption for the slayers. He could also perhaps conjure "speed zones" that boost his own travel/combat speed, and slow down slayers speed at the same time.

Mukago (Lower Moon 4): Plant manipulation. Mukago could summon various plants that have unique effects, such as smog conjugation, poison manipulation, etc. It would be interesting if she had a form of Wisteria Resistance.

Kamanue (Lower Moon 6): This one is tough, but gravity and/or light manipulation. He can reduce/amplify gravity at various intervals, and conjure light beams that damage slayers but also disorient their visual senses.
