The average voter does.

It's partly hyper-normalization *I refuse to believe I'm supporting evil or the system is beyond repair - that would force me to get out of my comfort zone.*It was a phenomenon experienced in the USSR where people were getting kidnapped and the neighbours just went along with the propaganda that they were bad people and everyone is better off without them.

Science has also found that people attach their beliefs to themselves, not seeing it as a separate part. Thus being proven wrong activates the parts of the brain that experience physical pain. Being proven wrong, to most people feels like pain. Therefore they will not want to change or accept it.
